I don't know how things were back then but Hoshoryu's situation is peculiar also because he got promoted during a power vacuum that was filled soon after by the arrival of rikishi like Onosato and Aonishiki, and so he really had no time to shine. In retrospect it was probably a bad idea to promote him, but at the time it wasn't as obvious.

Onosato earned his promotion, he had a solid body of performance leading up to it, there was no lowering of standards because he had two yusho in a row, and his lack of performance since then has clearly been due to injury.
