It's just too flawed to fix. It barely had a single arc's worth of story to tell and there was no reason to continue the series just for that, let alone stretch it out into a whole part. Even if Fujimoto had had interesting stories to fill the middle with, the war devil just wasn't worth dedicating a whole part to and the whole thing would've remained unsatisfying.

I spent two hours working on an outline of what I would do to fix part two, and I realized no matter what I changed around it sucks. The problem is you really need to just rebuild it from the ground up and write an entirely new story. The cast needs shoring up after everyone fucking died in part one. You need new Aki and Power equivalents. Denji should track down the new blood devil like he promised, that’s one supporting character. Kishibe should be around as head of public safety. Get rid of complete waste of space turds like Yoshida. Asa and Yoru can be salvaged but it should be one arc, not the entire fucking thing. Nayuta should be more prominent and the final arc should be about her, don’t kill her off but make her becoming Makima and scheming to erase other devils to “protect” Denji. And here’s a better version of the reset at the end - it shouldn’t be deus ex Pochita eating himself and fixing everything, it should be Denji’s choice to eat himself and erase Chainsaw man. No timeline reset, everything that happened still happened, Denji fucking dies, sacrifices himself to save Nayuta by removing her ambitions to erase other devils. BUT Pochita’s final dream is for Denji to have another chance, so Denji gets reincarnated. Baby Denji getting held by Nayuta at the end, it’s like poetry, it rhymes.
I like to think Denji and Asa will ge together in the new world.
