If it's possible to raise his odds of victory from 98% to 99%, he will take it, not matter how much time, money, effort and resources he needs to get to that point, provided it's possible at all. Obviously, he has his limits, but the more he can guarantee his victory, the better. Archer, on the other hand, would deem going through so much trouble to raise his odds of victory by just 1% to be inefficient. Obviously, the lower your odds of victory the more than 1% matters, but if he can already confirm a 98% shot, he won't go out of his way to chase after another 1%. Destroying an entire hotel building, for instance, in order to take out his target, probably isn't something he'd normally consider.To put it another way, Kiritsugu is someone who will blow off a target's arms and legs if he believes it will raise his odds of victory, and only after he's confirmed that the target is a wriggling stump on the ground with no way of launching a counterattack, will he then finally end their life. Archer would just shoot them in the head.
