The remaining 7 minutes is just a mixture of drawn-out credits and a taisho secret designed purely to hype up the final arc.So that's altogether 10 minutes that could have been chopped off.Another 10 minutes could have been chopped off if Ubuyashiki didn't talk at a snail's pace (inb4 "b-b-b-b-b-b-but he's sick!!!" because there's no reason why they couldn't have made him talk just a tad bit faster instead of at a rate of 1 strained word per minute).
