Sasuke at the end of the Chunin exams is only as fast as weightless lee- Even after Sasuke got his curse mark upgraded by the Sound 4, and became stronger then he was in the chunin exams even when the curse mark wasn't active, Sasuke still got his shit pushed in while having the version 1 curse mark active by a 0 tail cloak, fox chakra Naruto, and only got on even ground when he got an additional sharingan tomoe... meanwhile, Neiji was fighting evenly with a fox chakra boosted naruto

All Neji would have to do is avoid it, he's a lot more agile than Gaara who just stands in one place. And unlike Naruto, if Sasuke gets his chakra shut down he doesn't have a second power reserve. Neji was probably the worst stylistic matchup for Sasuke in that tournament.
