It ended up being complete nonsense, and that's just as big a writing flaw as anything with part 2's antagonists. Barem is a way better villain merely by virtue of being a real character with his own motives, personality, and worldview, instead of a souped-up coin-operated metal gear that Bill Clinton slotted a bunch of quarters into.
