I have a hard time buying that a seaside town of that size would be dependent on wagon transport of all things. Maybe for nearby agricultural produce, but anything long distance transport required waterways due to costs before railways. And it's not like railways made horses obsolete since station to destination logistics needed horses until cars became viable.
