Which he is, but Deku also knows his personal history and origin, his friendship with the other League members, and to the extent All For One corrupted and controlled his life. Same with Toga, and even though Toga's the one who stabbed her and then chose to die to fix her mistake, Ochako feels responsible for her death anyway. If she wasn't distracted maybe she wouldn't have gotten stabbed and forced her to do that. If she had met her earlier in life maybe she could've rescued Toga before she went off the deep end. But there's no chance of that now. It's why Deku and Ochako smile at each other upon seeing the old lady reach out to the scissor guy, they just saw a potential Shigaraki/Toga being saved.Imagine later on in a second year or third year lesson the lecturer is talking about the morality of taking a life to protect innocents, and asks the class of they've ever killed anyone before, expecting an intimidated class. But instead Deku and Ochako raise their hands, to everybody's surprise.
