He calculates whether the action is reasonable and would guarantee the camp's safety. For now, he's at the minimum being cautious around Spica. The short stories spell his more villainous nature out more clearly. For instance, that Bittersweet Trade Log story in which he, in the pre-subaru timeline, purposefully murdered some bad guys and convinced his acquaintance that it was an accident.
