Stain's declaration gave him a bit of hope, but even after he joined the League he still felt like he didn't really belong for a while, what with Shiggy meandering around. The others put him on a pedestal as some 'icon of revolution' to represent the heteromorphs, but he doesn't care much about that. The only thing he cares about is Shigaraki, his first and only friend. He gave up his will and chose to be an agent of the puppetmasters so he could be useful to his friend.

Hey anyone realize that AFTER the final battle is started Hori is writing panels that suggest AFO was making plans for the battle? Hori deal with Toga’s quirk very poorly. If it was just copying appearances than it’s too weak but if it powered up to copying quirks then it’s way too strong so it needed a drawback / limitation. What the limitation should have been in context of a shounen manga was that copying strong quirks would result in damage, similar to how Deku’s manlet body couldn’t handle OfA. So, Toga could copy Shiggy but doing so would be like writing cheques her soul / spirit / body / whatever couldn’t cash. So, she could copy Shiggy, use Decay, and end up in a coma immediately afterwards, or copy AFO and have her spirit crushed but before she goes out she can launch an attack. Maybe even All-Might using old blood stocks from Nomu research. So, thanks to her access to all the blood collected by the Dr, she can use a huge variety of low-level heroes — Lemillion would be super useful to her for example — with only a minor blowback, but she can’t use them consecutively for more then a few times without accumulating real damage so it puts a real limit on her ability which can be used against her in battle. And in a climactic battle she can copy quirks like All-Might, AFO, et, to do a suicide attack. Or pulling out Eraser could be game-changer at the last moment in a team battle. All sorts of useful, interesting ways to use her in a shounen which aren’t overpowered — but that’s FAR beyond Hori who’s only talent is drawing.

That's why the "yeah, sorry we didn't recognize we were racist assholes" at the hospital seems hamfisted, but had to happen at some point, somehow, anyway. Otherwise nothing would change.
