It's not even that deep. What is wrong with you? All the stories are extremely simple and don't pretend not to be. Even Boogiepop Phantom is easy to understand if you watch this first. The only problem with Phantom was being adapted when the parts that make it clearer weren't adapted. There is nothing at all confusing about this series.

It's anti-pretentious, it signals very clearly that it is part of a chuunibyou literature and thus the strange pretensions of that style of storytelling are re-rendered plainly. It's a fancy dressing for character studies, meditations on particular themes, etc.
