It's a new thing. The word kemono (in its modern rendering and context) is a neologism that first appeared in the late 1990s and early 2000s. It's slightly newer than the word furry is, even though they express the exact same subculture and fandom at a (relatively) similar period of time. There are old animations, for instance from 1960s, that depict animal-people, but the word kemono in the modern context simply did not exist, and was not used. The modern usage of words like kemono or furry was codified by fandom culture about 25 years ago, especially as you can see with the rise of the internet. I feel it is inaccurate to call material produced in the 20th century as furry or kemono, since they pre-date that kind of terminology, and what we're doing is retroactively applying these labels on to old things. Even in the 2000s, furry and kemono was a niche fandom thing, and therefore was not understood or noticed by most people or companies. It's only been about 10 or 15 years since people really noticed it.

this depends on site. generally speaking, find the the furry tag the site use, specifically furry female, or mesukemo, and find the any straight image you can see. Chance are, there will be tags similar to the stuff above, and use it in conjunction to the said furry tag.
Otherwise, find the tag you dislike and black list it in the search. or Add Safe or Sfw to the search if looking for sfw stuff.

Hello Kitty and Yogi Bear are a different beast from what would properly be called furry or Kemono. Those designs are cartoony, mascots, with the human elements downplayed. Furry and Kemono are more Realistic, more Sexual, and with the human elements more emphasized. Just because they are both "animal people" doesn't mean they fall into the same camp.

Personally, Kemono to furry is what Anime is to cartoon.
They the former technically fall under the definition of the latter, but yet, distinctive and specialized enough to gain it's own label.
In case of anime, it's mainly animation created in Japan, but with expected convention from most anime, such as it's cliche and humor style, strong emphasis on appealing details of the eyes. This is not alway the case, as there are alot of overlaps in Anime and Cartoon, and many anime feels closer to west's cartoon than most anime. However, most of the time, the Anime have something that make it feel Japanese, something that can't be felt in western show, even in case of something like Avatar or castlevania, despite many of the of the aspect it borrows from anime.

Now to focus on your question,
Kemono is furry character made by the Japanese, or made to resemble what most Japanese artist draw, where the character design is more anime-like, having more realistic anatomy, often emphasizing the animalistic traits to human one and cuter eye compared to most furry, which are either more cartoony or just simply a more hairly human body with animal head. Furthermore, to contrast with kemonomimi, which is somewhere between human cosplaying animal girls to monster girl, kemono is closer to animal taking on human traits. Conventionally, Kemono is usually a separate character from the creator, rather than avatar representing them like the more frequent case in the furry culture. However, that line may have became more blurry recently, even then, most of the case I came across, the character are either a mouth piece for their thought or a different character they are roleplaying as, rather than a representation of themselve or what they want to be as a whole.(cont)

As for differences between modern days stuff and Tezuka-like stuff in general, then it would be that the latter is closer to the western furry before kemono developed in own convention. Generally, their stuff is essentially a Japanese takes on western funny animal, drawing some inspiration from disney. The character have less emphasis on realistic traits, instead, emphasizing on the symbolism and stereotype of the animal(bunny = cute and friendly, fox = sinister and evil), barring few exception of a more realistic take such as Bagi or Ode to Kirihito, which can be barely be considered a furry, but rather a sci-fi-like horror story about a man turning into a dog. It's just that it was quite horrific and unpleasant in itself that it doesn't feel like furry.
That said, personally, I considered Tezuka to be kemono, but it does feel very different from the modern day kemono stuff. You are not gonna say that today's isekai and 80/90's isekai feel the same, do you, even with all it's overlaps?
Basically, the older one is more closer to western furry with fewer fetish stuff and more straight, being a Japanese take own western furry or funny animal, while the modern one is essentially anime community with focus on animal traits as a fetish point, with more realistic anatomy being simplified.

Granted, there's nothing preventing either west or east authors from following their own country conventions, and there are quite alot of overlaps, Kemono is basically a specialized subset of furry anyway, but you can feel the japanese and anime influence in it. At this point, I am not sure what the original point was, if the OP and you are either right or wrong. There is more I should say, but I am too tired for now.
