After killing all the mobsters, he's found by the public safety devil hunters which is a branch of the government dedicated to killing devils that pose a threat to people. The leader is a woman named Makima who basically adopts DenjiThat's the rough outline of the manga, if you want to know more, I'd suggest reading it.
