In this timeline Shinpei and Ushio never obtained superpowers so it technically never happened. The whale disappearing from the beach and the loli getting spooked by a ghost happened thanks to the Shadow Ushio and Shinpei from a different timeline. But they have their memories because of reasons that can now probably be explained via abstract dimension.

The popularity pandering isn't a concern for me, it's that when sequels start introducing old characters in the middle of a story there's always a risk of either the returning cast stealing the spotlight the established cast or the established cast making the old cast look like shit. Right now I think it's fine because it's a side character in another support character along with another side character that only diehard fans will know about, they're basically continuing a plotline established by the spinoff sequels, and they've been in the background of the worldbuilding the entire time.
Now if someone like Shadow Ushio poofs into the town out of thin are then we're probably going to have a problem.
