Pretty good, as a Huezillian this gets my seal of approval. Though the mangaka had the demographics a bit wrong- Sao Paulo is (very slightly) majority white. Funny, yes, but also, true. At least, it's a lot whiter than this manga shows.

I think this scene was meant to be somewhat comical. João is a big fan of manga, so he must have seen that scene of washing someone else's back a good amount of times. He probably thought it would be polite to do that to Hiroto. Also, as far as I know, the only series this author wrote was Asper Kanojo, which was about the MC having a romantic relationship with a girl that has autism.

Depends on the favela and the region, bro. Brazil is ridiculously big. Sao Paulo, the state where this is set, has the area of Britain and a population of 11 million. But it seems like he's confusing Sao Paulo with Rio. Rio is the one where you have all the brown tropical favelas. Sao Paulo is a massive concrete jungle, it's basically a fusion of Detroit and New York.

Also, even in the nicer parts of the town, most of the passersby were black.

Or the quality standards are just an excuse to not publish something you're not okay with for purely subjective reasons.
It's honestly the same as with jobs. You can be as competent as you want, employers will tell you you were good but not good enough and turn around to give the job to the most incompetent person you ever met because their related to the manager or because they're are good at bootlicking. I feel like it wasn't always like that but it really bad the last 10-15 years.

People are always biased if they haven't visited a place themselves, even if they try to be fair. When I went to Naples for a few weeks every tourist advisor was warning you to not go to le ebil spanish quarters and not walk around there at night.
