Fang of the Sun Dougram. Maybe not exactly because the early part is pretty good and it drags a lot in the middle, but the last third is utterly brilliant. This guy and his plot were better than any political storyline from LOGH.
i think kingdom is a good example. The first chapters are a little boring, but once Shin stars his journey as a soldier it keeps getting better and better.
Birdy the Mighty Decode also counts if you count the two seasons as one series. The first is mediocre and it gets brilliant in the second.

While many earlier arcs like Alabasta or W7/Enies Lobby are better self-contained stories, the thing is that over the course of +1100 chapters the overall story starts picking up very slowly, and we're only relatively lately started to make notable progress regarding it, as we learn more of the world and its history. Like there are some people out there who at this point are invested in the story mainly to find out about the Void History, the nature of One Piece and and so on, and for them this may actually be true. Thing is that One Piece has gone through several transformations during its run, and people are always gonna find early, mid or late One Piece the best based on what they most like about it.
