Not just because it ends with the fleet establishing their following of Luffy, but in the way Luffy contrasts Doflamingo as a leader. Doflamingo is consistently giving orders to his crew, while Luffy's consistently granting requests from his crew. Doflamingo has his vision and everyone under him falls in line, while Luffy is the captain but the others exercise their own agency and still do so in a way that accomplishes their goals and prioritizes other people along with themselves. They trust Luffy to do what he's got to do, and ask the trust in return to accomplish what they want to, being it assisting the Tontatta in their liberation or firing back against a pursuing emperor. The Tontatta themselves, too, are so gullible they trust everyone. The scenes of both Luffy and Doffy communicating with their crews isn't solely exposition, it's contrast. Enter Bellamy. Bellamy is loyal to Doflamingo even when Doflamingo is out to kill him. Because if Bellamy abandons his loyalty to Doflamingo, he will truly have nothing because even unrequited loyalty is Bellamy sticking to his own word. Luffy, meanwhile, shows more actual care for Bellamy as his enemy than Doflamingo does as his boss and takes exceptional ire from how Doflamingo treats those under him. It's the same as Barto in this chapter and shows that Doflamingo's leadership versus Luffy's leadership. Doflamingo never gave Bellamy a true chance to prove himself, while Luffy gives his crew every opportunity to fulfill things for themselves with no need to prove anything. Bellamy's pivotal to that theme.
