The main issue imo is the obsession with expanding the cast to cover the entire class instead of focusing on a tight knit group. Ruri Dragon is trying to get me to care about so many people when i barely know anything about Ruri, Maeda, Yuki (remember the protagonist's best friend who hasn't been relevant since chapter 3?), Kashiro and the other girl in their group.The manga took the direction of giving Ruri a shallow relationship with everyone instead of a strong friendship with her closest 4 girls. Shallow is the word really, it feels like if Ruri for some reason had to transfer away she'd forget about everyone in a week, and everyone else would probably remember "a girl with horns" but not care much. Where in something like say, Yuru Camp or Sounan desuka, you know from volume 1 that the characters actually care about each other, because again, it's focused on a small cast and has time to develop everyone equally.
