By the end she had mostly fixed her vertigo problem too, so there's really barely any downsides to Ochako.Since other anons are talking about it, in design Ochako too is better. Pop is hot but she has a fairly bland design, Ochako is more original plus Horikoshi's art is miles better.As a character Pop is far better, Ochako barely did anything in the show to make you care for her, Pop's relationship with Koichi, her path into becoming an idol and a lot of her interactions with the cast just made her a far more enjoyable and memorable character for me. Both are fairly generic but the execution of Ochako's character just leaves too much to be desired, doesn't help that most of MHA's cast sucks compared to Vigilante's so she doesn't really have much characters to interact with.

Toga’s quirk was too powerful to Hori had to tone it down multiple times in order for it not to break his big shounen battles. It would have been fine only if the manga had stayed as a lighthearted hero romp with the heaviest topic being family dramas. But when he made it into a shounen suddenly he had to be mindful of the power level various quirks gave characters and Toga’s was simply broken. EVEN IF you came up with an excuse for why she couldn’t copy a prime quirk user like All-Might or AFO it was still way too much for her to copy any other character freely.
