A guy was harassing a woman on a bus and out of the eight other passengers there only one actually tried to help. Gotta remember stuff like the sarin gas attacks as well, where some people just walked over others that would be on the floor convulsing, or even dead.

I don't think Asura is going to turn quite as quickly as Light killing Lind L. Tailor, but this chapter seems to be the start of his descent. Both him being mad at the start and him wanting to confront the bullies again suggest that he'd already decided that they deserved to be keyed and is frustrated that Raika interrupted him. So now he wants them to attack him again so he can justify keying them.
