Something I find relevant to add now that her arc is done here is that Tsukiko is the only character in all of the stories who is shown to be completely and utterly immune to Tomie's powers and manipulation. Even other characters like the ugly guy or completely apathetic man eventually succumb in some form, but Tsukiko is never once shown falling for Tomie's bullshit and in fact takes her place as the sole character who has EVER managed to definitively beat her and get away on multiple occasions. It's never explained why this is but it might have something to do with the fact she and her camera seem to have minor supernatural powers of their own.
