Obviously Goku and Vegeta are much stronger than Gohan. According to a DBS writer from the anime, Piccolo is weaker than Frost, and that can be easily shown in the manga as well when Frost could defeat U9 opponents that were giving Piccolo trouble. Frost, as far as I'm aware, is weaker than SSJ Vegeta (equal to Goku), so that means that Piccolo is above SSJ Gohan, but weaker than SSJ Goku and Vegeta
