It's more like he's just stringing along of facts without a red thread. I might be prejudiced since I've got an academic STEM background, where short, to-the-point sentences are the usual goal. One sentence leads to the next without that much of a jump and after a paragraph you have (ideally) delivered an idea to the reader.
