This is generally for up-and-coming manga too so more established authors or ones whose manga have an adaptation in the works won't even bother trying to get nominated. So that's why people are wondering if Kagurabachi has an adaptation secured since it had been nominated in previous years.

Award. The point is that it is a popularity contest, and it gives anime execs an idea of what stories get fans invested enough to vote for things like this. For smaller manga ranking well on these awards/rankings can be their breakthrough, see Girl Meets Rock, which was doing alright but suddenly became a mainstream title in Japan after it won the Next Manga Awards last summer.
