Where is this Luohan even going and how could it have a satisfying conclusion? Even if he somehow one-ups Shen and actually kills him, it would mean we would have wasted another antagonist that has been built up for a long time, while if Shen just beats him, the whole character was just pointless.
Maybe this special Kengan match will be a gauntlet style for Shen. Nogi made it seem like the Real Championship fighters (just the Kengan ones of course) will be participating in some way.

You could frame it as a battle of opposite, with Agito's specialisation in strikes against Sekibayashi's defensive build focused on grappling.
