Honestly, he wasn't that bad.
The cucking arc was awful, but Bolge would've been perfectly acceptable if he hadn't been the final HNK villain.

I wouldn't really consider him "final villain". He's kind of like what Saruman was in the last part of LOTR, a side story thug who showcased the character development of "underdog" characters, in this case Bat.

Kaioh was a pretty decent final boss. Raoh was the best possible final boss. Bolge was a mid-series villain like Jagi.
