If the product is bad, the ones who responsible are the director and producers.Watanabe in C&T was credited as chief director, it wasn't creative role but supervision role. He is there to supervise the director and help him whenever they need, usually just to check the script and storyboard. Since he was also the original creator, it was probably to ensure the director didn't deviate from the original idea.
