Their biggest achievement was foiling a mass arson attempt by kicking down the doors of the hotel the conspiracists were staying at without a warrant and murdering the shit out of everyone inside. They were eventually fully deputized as a Shogunate army and mobilized in the full military battles to follow, and unlike a lot of their contemporaries most of them remained loyal to the shogunate even after they surrendered. They were considered a gaggle of retarded psychopaths until after WWII, when people started writing books romanticizing the Bakumatsu and the Shinsengumi in particular.

You could say that their talk about justice and fighting evil was pretension, and for some of them you'd have a point since they were little better than the thugs they fought against, but overall they were pretty down to earth and focused on the mission. That, in addition to the fact that they were almost all tragically slain, is why they are enduringly popular in Japanese fiction.
