Some core elements of a good romance are
>strong chemistry
Not just by how much banter a couple can have but how their personalities, core beliefs and goals bounce off each other and if their dynamic fits well together within the context of the story.
>well-defined characters
The couple are their own people outside the romance. Are they defined enough to be worth caring about without needing to be together? What do they bring to the story by themselves?
>genuine romantic development
Do the couple gravitate closer in a way that is believable instead of just being pushed together for the sake of it? Does them being together help them grow as characters (positively or negatively)?
>conflicts/stakes
Whether large or small, is there enough tension to hook the audience into any struggles the characters face, to show why the couple should have a romance?
>Themes
The couple being together complements and emphasizes the messages and lessons the story is trying to tell.

If the romance fulfills at least 3 of those 5, then it’s great or on its way there. Do your favorite romance manga or anime have those elements? If not, think about what could be done to improve the romance.

Missing one imo and it's a "love not dated to be" like Romeo and Juliet. Obviously not needed but for me it elevates the story tremendously (the story will become a drama, of course).
Like in white album 2 how various factors such as time, space, relationship status and so on are factors that make something impossible, yet when those factors are crushed and fate is turned around it's like extreme catharsis
In general triangles/harems and status quo vs picking one is pretty good like in oregairu
