Seems like skill in this world is kind of min-maxxed, the majority of swordsmen are not skilled at sorcery and those skilled at sorcery are not that skilled at swordsmanship. Uruha and Samura are exceptions. So the majority of Kamunabi agents wouldn't be much better with Enten than Chihiro, assuming most agents are sorcerers.

One of the Masumi would probably be the best positioned to take over Enten, they're all proficient with swords and other weapons like kunai/throwing stars. This is such a bad faith interpretation of the information. He is a bad swordsman in a technical sense, but he's a perctly capable figher who knows how to swing a sharp piece of metal around (he IS parrying and matching Kuguri).

Chihiro isn't the strongest fighter around, but he is clearly not a pushover. His "problem" is that he fights as a sorcerer. He uses basic body enhancement and besides that rely on his sorcery to fight. This is a perfectly normal way to fight and presumably how Shiba mentored him to fight.

Now we learn that there are swordfighting schools that teach specialized swordfighting techniques. Neither Shiba or Chihiro have attended these and because of that, Chihiro's blade technique lacks ooomph compared to a trained swordsfighter like Kuguri. This would frankly not be an issue if Chihiro could access *his* sorcery. This is meaningful to Chihiro though since he realize that the fundamentals of this blade tech could augment his enten-based sorcery as well.
