His "problem" is that he fights as a sorcerer. He uses basic body enhancement and besides that rely on his sorcery to fight. This is a perfectly normal way to fight and presumably how Shiba mentored him to fight. Now we learn that there are swordfighting schools that teach specialized swordfighting techniques. Neither Shiba or Chihiro have attended these and because of that, Chihiro's blade technique lacks ooomph compared to a trained swordsfighter like Kuguri. This would frankly not be an issue if Chihiro could access *his* sorcery.
