Also it's been around 1.3 since just before the turn of the millennium so "and falling" definitely isn't true. I think the natural curve without any intervention on the part of the government would be for it to fall further, probably below 1 like Korea, but the relatively modest amount of intervention has caused it to stabilise at its current level.
