This isn't something that I particularly noticed or cared about originally, but it's very obvious that Panty is the main character of the show, and also the writer's favorite. Stocking as a character seems to be a satire of Japanese expectations of idol and moe culture, where idealized perfection is extremely desired, but the brutal reality is that she's a dumb bitch and a whore. Panty is an outgoing tomboy, and represents a complete rejection to fakeness. And that really is a symbolic gesture of the show.
