What this implies is that civilians are groomed to unconditionally support wars. Komachi goes a bit deeper on this topic though, by having Shizuko primarily develop economic and lifestyle improvements that simply get converted into fuel for Oda's wars, but she also turns into a total warhawk and active combatant like Tanya did.
