i dropped aileen mid that weird duck arc, same with liselotte. many villainess shows lose sight of, their whole identity once the title's big premise and promise gets resolved, which is barely the first arc.

First off you need to understand what they are doing, They are checking the budget all lines up. The exact details don't matter, but what does matter is for accounting reasons, they keep track of the budget in two columns, and if the two columns don't add up to the same number that means there is an error somewhere (or fraud, but an error is a safer initial assumption).

This results in one of the entries being 10 times bigger on one column than the other
Now, comparing line by line to find which entry is 10x bigger than its corresponding entry is tedious and difficult, it would be faster if you knew which number exactly you were looking for.
All other entries being equal, if you add 1 to column A, and 10 column B, the difference will be 9, since 10-1= 9 and all other entries cancel out.
Likewise if you instead added 100 to A, and 1000 to B, the difference will be 900, for the same reason
400 to A, 4000 to B the difference is 3600
You'll note that in all these cases the difference is 9 times A.
By similar logic, if you take the difference they DID have 88,200 and divide that by 9, you get 9,800. Which tells them to look for that entry on A.

Grace's method ONLY helps in this specific "moved a decimal point by one place" blunder.
Grace made an EDUCATED GUESS, but still a guess, based on the fact the number was cleanly divisible by 9 and had a few zeros in it, that this might be the case and HAPPENED to be right.
If the error had not been that specific error, dividing by 9 would not have caught it.
It's not some magic trick that dividing by 9 catches all the errors, it's just a trick she can do to save her a lot of time when it is that specific error. It saves a lot of time if she is right, and doesn't cost a lot of time if she is wrong.
It's basically an accounting equivalent of "Have you tried turning it off and turning it back on again". That doesn't always fix your computer, but it does often enough that it is worth trying before you waste too much time trying other shit.
