I’ll headcanon that Naruto wasn’t ready for sage mode training during early Shippuden. I’ll also say that Kakashi is the smartest person in verse who knows Naruto’s abilities well enough to come up with shadow clone training. That in itself is innovating since no one can use a large amount of clones like Naruto can. Naruto however outright stagnated from the SRA to timeskip. He is consistently a prodigy in the right hands of a teacher that gives a shit about him or one that can tailor their methods to his level of understanding. Jiraiya is a fool and was not capable of being anything more than a foot soldier, which is why he placed fate in the hands of another. A mediocre teacher that knew he wasn’t fit for the role of his hero of destiny.
