A lot of funds do this, they sell leverage down tech stocks to buy essentials (oil, energy, food, industrial, real estate etc). Its a cycle, and essentials are at the bottom right now, not because essentials are doing bad but because the upside of tech is still high. 80% of my portfolio is already tech so its nice to pick up some low risk stable stocks with good historical dividends. People are just too obsessed with putting their eggs in one basket.
