Dilution can happen for certain reasons that maybe aren't ultimately bearish, but could be short term. I.e. a company could go and dilute if a recent event over-pumped the shares and dilution is more financially sound than seeking new lending.

An opposing example that is pure bear news would be the secondary offering that gme did during the short squeeze years ago.
One reliable thing, is that dilution predictably generates a dump of equivalent %. :)

The thing about these ratings is they're not saying "this is what you should pay for it", they're like a tax assessment for your house. Your $500k house might only get assessed at $150k for taxes because that's all it's physically worth. The rest of the value is based on the market and demand.
