Firstly, the locations of most of the underground factories/bunkers/etc. are already known, so there's a real chance of most of their supply getting spawn-camped on account of allied air-superiority. Secondly, resources to support the manufacturing of military equipment are stretched thin due to strikes on their oil and the ability to attack any target that's out in the open. Thirdly, the FAJR-5 would probably need a specialized radar if it was going to be effective at naval operations, and I doubt they had that many before the strikes started. Ultimately, I don't think there's a real chance of Iran being able to lay-down a naval mine-field in the strait.
