The thing is I feel like the concept of "Mystery Inc goes after other HB villains in a big crossover" would work better in an episodic format ala Scooby Doo Movies, even if it might be hard to adhere to the formula, but as a movie you run into the problem of throwing too many eggs into a basket with no solid payoff. Like why is Captain Caveman here? What does Blue Falcon really add? Hell even Dick Dastardly is an odd first pick.
