I get it was for trying to make him a part of the family and presumably they thought that would hit better if he was there from the start, but it does make the events screwy now and changes what he was. And it should have still been possible to have Norm be part of the family even if he's only technically been there since last summer. I can sort of get that it was likely written back when Povenmire was going through his own divorce so the personal life started to bleed into his personification in Doofenshmirtz so it's understandable but it does warp events a bit.
