There's an established correlation between Hell's numbers and the ability to attack Heaven, with Lilith originally using those numbers to boost her own power and Vox doing the same thing. The idea that Lilith powering up with sinner souls was a response to the exterminations is undermined by their recency. Exterminations just weren't a thing until around the time Lilith was arranging "peaceful protests", which kind of doesn't make sense either way. Either Heaven waited thousands of years to just start culling Hell and Lilith was reacting to that, or Lilith waited thousands of years to start shit with Heaven and Heaven was reacting to that. Hell's numbers are the only commonality between them, because that's the only real way Hell poses a threat to Heaven, so depleting them would always be a goal. If extermination is off the table, redemption would still be necessary as an alternative, although it's hard to imagine redemption ever outpacing damnation. Yes, the world building is shit.
