These are 2 separate things. The first paper is about the model repeating the prompt back to you, i.e "parroting". The second one is doubling up your prompt. there's nothing special about importing functions/data from external DLLs that it requires a whole new program to do it.
Having a separate linker stage just makes Whole Program Optimization more difficult and complex. The compiler and linker become intimately linked and inseperable.
