Why would they need to re-write it? They already did it. There's been no significant change of how the taskbar works, the closest of which is that you can change the centering of the buttons. If anything, they've taken away features from the taskbar for some unknown reason (calendar button no longer on other taskbars, or dragging up on the icon not possible to access the app menu instead of right-click)

Laptops are never a good deal, you are trading portability for power and if you want the most bang for your buck, building your own computer will actually grant you more power than a laptop could ever give you at an equivalent price.
That being said ramageddon is upon us and if you don't have have a spare PC and you make your money off of the PC, its best to buy a spare now and load it with work files once a week because they are gonna be crazy expensive as time goes on in the foreseeable future.
