I was able to use your changes to get llama.cpp to compile but I still had issues with nvidia-580 driver seeing my gpu. I had to downgrade it to 570, downgrade the kernel and linux firmware, and THEN I was able to see a cuda0 device.
I'll keep it on life support for now until I find a more solid option, which could be running it on Vulkan desu if the 10xx series is abandoned. I guess this means I have an actual reason to get dual 3090s now and put my 1080ti in my jellyfin server.
