The way I see it, some countries in the world are more democratic, and others are more autocratic/tyrannical. The latter are less likely to care about things like human rights laws, or laws in general. So I trust the former more. I guess for me it's a lesser-of-two-evils question. But yes, excessive data collection by companies or any government is something you should watch out for, no matter which country it is.

flac replicates the source faithfully, since it's lossless
lossy encoders do not, as they are lossy
for actual listening it doesn't really matter, modern aac / opus at 192 kbps is good enough for everybody that isn't buying placebo cables and custom power sockets. but when you work with audio you really do want to be using FLAC

QtCreator is great, very underrated. You can configure it to work with pretty much any compiler (not sure you can even do that in vscode yet?).
Learning the basics of Qt isn't hard, and you should definitely try the signals&slots and try to come up with a GUI program. Once you know how the S&S mechanisms work (it doesn't take long if you know any programming at all), you can decide if you want to pursue it further. QtCreator comes up with a lot of example projects on how to use the GUI libraries, so it's also an excellent learning resource on its own.
