The laws they upheld specifically mention obscene content/pornography. Not for general speech/internet usage. The porno stuff has already taken effect and it doesn't affect most sites because they only apply to sites that are mostly pornography such as Pornhub. They're still blocking multiple states.

There is a separate lawsuit going on about this. Supreme court justices have already been quoted saying it will likely be stuck down once the legal challenge is complete, They're just not going to stop enforcement until the lawsuit has finished because of procedural reasons.
