There is hardly any new ISA designs and very little happening with microarchitectures either. Both get fatter, use more power, pipelines get longer, but processors still struggle to get faster. Cores multiply like rabbits and power consumption causes plugs to melt.

So how would, say, Elon Musk get a new ISA going? Zero backward compatibilities to worry about, all new designs, super high risks are permitted.
