SBCL and I've checked ECL but dont' find a difference for my usecase, which is making tools for work (not related to Lisp but I cram this shit wherever I can), in that case there's no target platform nor special niche deployment cases, I just make my tools and go on.

I've been thinking about this too, I want to formalize some of my stuff into a library for others to use, so I went and looked for usage metrics but only found the Common Lisp survey from 2024. I think it's a safe bet to shoot for making things in your implementation of choice first and let others contribute to it if they need ECL,etc. I simply cannot see myself mantaining things I do not use.

What's it called when scrolling text on a 300hz screen isn't smooth? sometimes when scrolling and paying close attention is looks like there's a horizontal line in some of the text and it appears twice very briefly.

That to me actually sounds more like either:
1. Overdrive on low refresh rate, it can leave some sort of lighter "trail" when scrolling
2. Shitty monitor overclock from factory, try a lower refresh rate if you see horizontal lines with different colors where they shouldn't be. If they disappear, you'll need to create a custom refresh rate of a little lower than 300hz. However, I don't know if this is the case, because these artifacts can be seen without motion (as in you can stop the page at a specific point and see some of these lines).
Keep in mind DSC (display stream compression) is necessary to drive those 300hz if your monitor is 1440p or higher. You disable that and you're already asking too much.

The bandwidth needed for 1440p is higher over either HDMI or displayport. Higher resolution + higher refresh rate = higher bandwidth. Currently over something like DP 1.4 or HDMI 2.1b you can only drive something like 1440p at 300hz by using DSC (which should be in your monitor as a setting), otherwise you might either not be able to select that high a refresh rate, or suffer issues like colors looking distorted because it's not able to push a color output of something like 8 or 10bpc properly. If you're using HDMI 2.1, you might be able to reach 240hz without this sort of compression.
Anyways it's doubtful this is the problem, but this is something you'll have to bear in mind.
