idk what the current situation is, but back in the day when internet access was less universal, you could order things like debian cd's/dvd's with software/updates
we don't live in 2003 anymore though, so this type of usage is very much in the past unless you live in a particularly impoverished country. if you do, i'm sure there's options for you, but it's not something i've kept track of since moving to unlimited broadband
